In 1791 a Scottish surveyor named Alexander Ralston worked under Pierre L'Enfant laying out Washington. Thirty years later the Indiana General Assembly handed him an empty square of woods and told him to make a capital out of it. He drew the same thing again — a circle at the centre, four diagonal avenues cutting the grid, Washington Street a hundred and twenty feet wide because he had seen what a wide street does to a city.
Most American cities grew into their shape. This one was drawn first.
